Tzvi was active in the “Bnei Akiva” ken in his town. He was among the first students of the Jewish high school in Ungvár. In 1941 he went to a hahshara in Budapest. In 1943 Tzvi was enlisted in a forced labor unit and wounded. In 1944 he escaped. Tzvi was an underground activist. He arrived in Arad, in Romania. In 1945 Tzvi was a member of the central leadership of his movement.
He made aliya. He was a high official in the religious department of the Jewish Agency. Tzvi went on various missions abroad for the Jewish Agency.
